Ms. Miller’s consistent abusive and unprofessional behavior directly led to the resignations of multiple City employees, most notably the former City Manager, Sheryl Mitchell. Her resignation letter can be seen here. It is clear from the resignation letter and attachments (including a cease-and-desist letter sent to Ms. Miller) that Ms. Miller’s consistent abusive unprofessional behavior, both before and after the election, drove Ms. Mitchell from her position. As a result of this, the City had to pay the Michigan Municipal League for an executive search to replace the City Administrator, which cost residents $19,000. In her resignation letter, Ms. Mitchell, who directly reported to Council, which included Ms. Miller, disclosed she was having serious medical issues. Rather than show empathy and compassion toward Ms. Mitchell, Ms. Miller chose instead to callously attack Ms. Mitchell once again. Ms. Miller also sent her response to Ms. Mitchell’s email to the entire Council, which is a potential violation of the Open Meetings Act.
While employed as the City Administrator, Ms. Mitchell normally worked approximately 80 hours per week. After her resignation, her workload was split up and distributed among three senior staff members until a replacement could be found. These staff members were given a temporary pay increase for the excessive overtime they undertook until a new City Administrator was hired. This cost the taxpayers over $72,000.
