Ms. Miller voted against the fiscal year 22/23 budget.
On June 13, 2022, the City Council held a four hour and 15-minute budget review study session (not televised) where the Treasurer walked Council through every line item of the 15-page budget and solicited discussion of each line item. Ms. Miller was all but silent in that meeting, making only a few comments. Given her silence at the budget review session, it was a surprise to everyone on Council that she subsequently voted NO on the approval of the budget during the June 27, 2022 (Item 9a) council meeting. Once the cameras were rolling, Ms. Miller proceeded to play to the cameras by contesting and complaining about various budget parameters while presenting no alternatives or solutions. Had Ms. Miller succeeded in denying the approval of the budget, City Hall and all City services would have shut down immediately.
She voted against the end of year budget amendments for fiscal year 21/22.
By law, the City is required to create budget amendments to highlight any expenditures that are above/below the approved budgeted amount. At the June 27, 2022 meeting, Ms. Miller voted against the end of year budget amendments for fiscal year 21/22. Details can be found here (Item 9b).
She also voted against the fiscal year 23/24 budget.
Ms. Miller voted against the fiscal year 23/24 budget. Details can be found here (Item 10a). Similar to the prior year, Ms. Miller contested various aspects of the budget, but did not provide any alternatives or solutions; just complaints. When it was pointed out to her by both Council members and the City Attorney that it is her responsibility to come up with alternative solutions, she balked and became combative (see the meeting video at 1:01:20 and 1:10:42).
